Contact hours, not a glitch
Malaysia's PDPA requires personal data to be handled fairly, and Bank Negara's fair debt collection guidelines require recovery contact to stay reasonable and respect the customer's privacy.
Circuit treats 9 PM–7 AM as outside those hours — one fixed line for every customer, so no one has to judge case-by-case whether a call is "too late."
Basis: PDPA 2010 (data fairness) · BNM Fair Treatment of Financial Consumers guidelines. Circuit's own policy applying those principles — not a specific clause in either.
